A preliminary study on the EU new elevator directive 2014/33/EU

Under the framework of the new method directive, on June 29, 1995, the European Union issued the 95/16/EC Elevator Directive, which applies to elevators and their safety components that are permanently used in buildings.
95/16/EC requirements for basic health and safety of elevators, conditions for allowing elevators and safety components to be placed on the market and put into use, conformity assessment procedures, requirements for CE marking, and what should be taken by Member States to comply with the Directive Measures and other regulations have been made. After more than ten years of practice, 95/16/EC has formed a relatively complete operating mechanism. In April 2016, the 2014/33/EU "Elevator Directive" replaced 95/16/EC, and 2014/33/EU was inherited. On the basis of the main content of 95/16/EC, the EU is regarded as an important elevator market. Studying 2014/33/EU is of great significance for guiding China's elevators to 12 EUs.
Second, the characteristics of the EU "Elevator Directive"
As one of the important directives that EU member states must abide by, the Elevator Directive has played a positive role in unifying the EU elevator market and has the following characteristics:
1. Establish an open and transparent information dissemination system
In addition to establishing a smooth communication and coordination approach, the EU has also timely disseminated relevant information through the European Commission website in the implementation of the Elevator Directive so that other relevant stakeholders not involved in the above-mentioned activities, especially those outside the EU, Elevator manufacturers can understand the information in time, avoid unnecessary after-the-fact communication and rectification, and promote fair competition in the market. These public information mainly include: To ensure the consistency of the understanding of the Elevator Directive, the European Commission drafted the elevator. Guide to the Implementation of the Directive, timely release the latest list of harmonized standards for the Elevator Directive, alternative harmonized standards, and the date of implementation of the newly included harmonized standards; publish and update the Notified Body, and publish relevant information including all The name, address, contact information of the approved designated institution, the scope of conformity assessment that can be carried out, the validity period of the accreditation certificate, and the list of designated institutions that are revoked.
2. Establish a constantly improving working mechanism
Article 15 of the 95/16/EC states: The European Commission may be urged to evaluate the initial situation of the Elevator Directive and make the necessary amendments. In 2002, the European Commission initiated an assessment of the implementation of the Elevator Directive based on the reports of the Member States and the discussions of the Elevator Working Group. In July 2008, the European Parliament and the Council of the European Union approved Resolution 768/2008/EC on the construction of a new legal framework, which initiated the process of transitioning the new European approach to the new legal framework, No. 95/16/EC, as the first One of the directives for the revision of the legal framework was completed in 2014. 1. Definition of market participants
95/16/EC only defines two market participants, “Elevator Installer” and “Safety Component Manufacturer”. In order to further strengthen and clarify the responsibilities of market participants, 2014/33/EU redefines market participants. ,There are:
1 complete machine installer: the design, production, installation and delivery of the elevator to the natural person or entity;
2 Elevator safety parts manufacturer: self-produced elevator parts, or natural persons or entities designed to be OEM parts for elevator parts;
3 Authorized representative (elevator machine or safety parts): a natural person or legal person authorized by the installer or manufacturer to drive the corresponding task on behalf of the installer and manufacturer, and live or register in the EU member state;
4 Importers (safety parts): natural or legal persons who introduce safety components from the third country to the EU market, and live or register in the EU member states;
5 Dealer (safety component): A natural or legal person who introduces safety components into the EU market, non-manufacturers or importers in the supply chain;
6 Operator: Refers to the installer, manufacturer, authorized representative, importer and distributor;
