CPR Building Materials Directive: 305/2011/EU

Introduction

In order to ensure that buildings and civil works in their territory do not pose a threat to the safety of people, livestock and property, and to meet other basic requirements for the maintenance of universal welfare, the EU member states use CPR directives to coordinate building products. standard. CPR is not only related to the safety of buildings, but also to important factors in terms of health, service life, energy conservation, environmental protection, economic factors and other public interests.

Definition of building products

A building product is any product that is permanently consolidated in a building project, including construction and civil works. Such as fire detection and fire alarm systems, construction hardware, ceramic tiles, architectural fiberglass, flooring, etc.

New regulations

The European Union has enacted the latest Building Products Regulations (305/2011/EU-CPR) on July 1, 2013. The CPR regulations are more stringent than the old CPD Building Products Directive (89/106/EEC-CPD). Traders, importers and distributors have made new requirements in terms of product circulation. Building products that are health, safety and environmental protection will be CE marked to enter the EU market.

The new regulations will make the procedural requirements and technical language of building products entering the EU market more transparent, more rigorous and more precise. Ensure that EU users (architects, engineers, builders) choose the product that best suits the intended use of the construction project. The CPR regulations will apply to all building products sold in the European market, such as: doors and windows, wallpaper, architectural pigments, steel fiber, geotechnical, glass wool and other insulation materials, flooring, roofing materials, asphalt mixtures, gypsum materials, aggregates, Cement, pipelines, flooring materials, sewer equipment, doors and windows, glass, structural metal products, fasteners, waterproof materials, structural timber, traffic signals, fire protection equipment and heating equipment, in addition to the six basic performance requirements of the EU CPR regulations Companies are also required to demonstrate environmentally sustainable information on the building products they produce.

In addition to the six basic performance requirements, the regulation requires companies to demonstrate environmentally sustainable information on the building products they produce. Not only that, but the new regulations have also created new mandatory requirements for traders, importers and distributors related to the circulation of construction products, based on the original constraints on the construction products manufacturers, to provide uniformity for the construction products entering the EU. The performance evaluation method ensures reliable performance information of all building products by using a common technical language.

7 basic performance

Mechanical resistance and stability

Construction engineering must be designed and constructed so that the loads that it may be subjected to during construction and use do not cause the following accidents:

1. The whole or part of the project collapses

2. The deformation is severe to the extent that it is not allowed

3. The load-bearing structure is seriously deformed, causing damage to other parts of the project or equipment or installed equipment.

4. The damage caused by the accident is not commensurate with the original intention

Fire Safety

The design and construction of the construction project must be in the event of a fire:

1. Maintain structural carrying capacity for a specific period of time

2. Limiting the generation and spread of fire and smoke within the scope of the project

3. Limiting the spread of fire to nearby construction projects

4. Enable personnel to escape the project or be rescued in other ways

5. Make the safety of rescuers considered

Health, health and environment

The design and construction of the construction project must be such that it does not pose a threat to the health and health of the people or neighbours within the project, in particular the following:

1. Release toxic gases

2. Hazardous particles or gases appear in the air

3. Release harmful radiation

4. Pollution and poisoning of soil or water

5. Improper removal of waste water, smoke, waste or waste liquid

6. Dampness appears on all parts of the project or on its inner surface

Safe use

The design and construction of construction works shall not cause unacceptable accidents such as slippage, falls, collisions, burns, electric shocks, explosions, etc. during operation or use.

Noise protection

The design and construction of the building must be such that the noise within the project and the nearby residents can be kept at a low level, so that their health is not threatened and they can sleep, rest and work in a satisfactory environment.

Energy saving and insulation

Depending on local climatic conditions and personnel, construction and its heating, cooling, and ventilation must be designed and constructed to use as little energy as possible.

Sustainable use of natural resources

The use of natural resources is more reasonable and meets the requirements of sustainable development.

5 systems of attestation of conformity

System 1+ product certification includes the certificate of a certificate of constancy of performance with determination of the product-type, continuous surveillance and audit testing by a noted product certification body

System 1 product certification includes the issuing of a constancy of performance with determination of the product-type and continuous surveillance by a noted product certification body
